Fahad Jazel Alotaibi

Head of Energy Conservation | Electrical Engineering, Energy Efficiency & Facilities Management

Head of the Energy Conservation Department at Imam Mohammad Ibn Saud Islamic University, with engineering and management experience spanning energy efficiency, facilities management and operations, renewable energy, and project delivery. I lead initiatives that raise asset and building performance, cut consumption and operating cost, and improve system and service reliability across a large multi-facility university campus.

My work covers rooftop solar PV, lighting modernization, HVAC and chilled-water optimization, load management, monitoring and analysis, and digital facility-service solutions — turning operational data and opportunities into measurable projects and results. I hold a Master’s in Electrical Engineering, with research on control strategies for a three-phase grid-connected PV inverter under weak-grid conditions, alongside professional certifications in project and facility management.

Work

Initiatives & Projects

I currently lead the Energy Conservation Department at Imam Mohammad Ibn Saud Islamic University, and previously served as Head of Faculty Members Housing. The initiatives and projects below reflect that path — combining energy efficiency, electrical engineering, facilities management and operations, asset reliability, and project leadership.

Operation and Maintenance of Faculty Members Housing | Asset Reliability and Service Continuity

Led the operation and maintenance department for Faculty Members Housing facilities across MEP systems and infrastructure: preventive maintenance programs that raise asset reliability and reduce unplanned downtime, and monitoring of facility performance and utility consumption to identify improvement opportunities, while leading engineering teams, managing contractors and service providers, and controlling costs within regulatory compliance.

Role:Head of Housing Operation and Maintenance Department — leading teams, assets, and contracts

Separating Residential Buildings from Government Buildings via a Smart Electricity Metering System

An electrical infrastructure project to restructure metering in Faculty Members Housing: a field inventory of feed points and load assessment, and the installation of 1,134 smart meters in coordination with Saudi Energy (SE), with verification that each meter matched its point before approval — giving each building an independent reading on which billing and conservation programs can be built.

Role:Leading execution, coordination with the electricity service provider, and engineering supervision

Large-Scale Lighting Modernization Program | Specification Review, Illuminance Levels, and Performance

Led the technical review of a campus-wide lighting modernization program covering more than 1,000,000 lighting units: defining luminaire type and color temperature, reviewing specifications and illuminance levels for each space type, calculating expected savings, sequencing execution, and monitoring quality with field verification before approval.

Role:Technical review and approval: specifications, illuminance levels, color temperature, and quality assurance

Controlling Fan Coil Units (FCU) Based on Actual Occupancy

Designing an operating strategy based on the actual occupancy of fan coil units using PIR occupancy sensors, so that the system automatically controls operation according to actual presence.

Role:Designing the control strategy and supervising implementation and verification

Innovation & Initiatives

Practical initiatives to digitize services, improve the resident experience, and connect operations to technical solutions.

Digital soft-services platform for Faculty Members Housing

In operation
Problem
Faculty Members Housing is a large occupied residential environment where soft services — cleaning in particular — strongly shape daily resident experience. Requests came through scattered channels, were assigned manually, and closed without a documented record, so quality was judged rather than measured.
Concept
A digital system covering the full service cycle for residents: submit a request, identify the building and unit, choose a time, schedule and assign the task, execute in the field, update status, and close with visual verification — with tracking and follow-up throughout.
My role
Defined the concept and operating model, designed the service cycle, and led development.
Operational value
Easier requests for residents, clearer service categorization, status visibility, better coordination with service teams, and measurable follow-up within Faculty Members Housing.

QR service gateway — linking the location to the digital request

Operational concept
Problem
Within Faculty Members Housing facilities, service requests passed through separate channels and residents struggled to pinpoint their exact location, wasting steps identifying the building and unit before the request reached the right team.
Concept
A fixed QR code at each location or facility. A resident scans it and reaches the service directly; the request is created linked to their location automatically, then routed to the relevant service channel with follow-up.
My role
Designed the operating concept linking the physical location to the digital request.
Operational value
Fewer steps between resident and service, accurate location capture, and improved accessibility and reporting.

Impact

Key achievements

  • Led a rooftop solar PV program across university facilities totaling 19 MW, from planning to operation, with the National Energy Services Company (Tarshid).
  • Led a campus-wide lighting modernization program covering more than 1,000,000 lighting units — specification review, illuminance requirements, phasing, and field verification.
  • Delivered the installation of 1,134 smart electricity meters to separate residential Faculty Members Housing consumption from government-building consumption, coordinated with Saudi Energy (SE).
  • Designed occupancy-based operating strategies for HVAC systems (AHU, FCU) using PIR sensing.
  • Converted central chilled-water plant motors to variable-frequency drives (VFD) and re-tuned the operating strategy to actual load.
  • Led preventive-maintenance programs across MEP systems in occupied Faculty Members Housing to raise asset reliability and reduce unplanned downtime.
  • Developed digital service initiatives for Faculty Members Housing to simplify resident service requests and follow-up.
  • Led multidisciplinary engineering teams and contractors with measurable operational impact.
